Deploy's import/export framework could be very helpful for use cases outside of deployment:

* install profile generation
* version control of configuration

I'd like to suggest to break out import/export framework into its own module and project. It should pretty much work as in deploy and should consist of a core API plus a place for (a growing number of) on-behalf import / export implementations for important core and contrib modules.

Given all the talk and discussion that has stemmed from this I'm closing this issue since its all been taken elsewhere and I'm trying to clear my queue for the influx that will undoubtedly follow the new release.
