Add "browse projects" and "browse issues" permissions. These restrict access to the "project" and issues" navigation menu items. For example, to prevent these nav menu items being displayed for anonymous users. The permission would still allow site administrators to provide links to the project page(s).

It's already possible to restrict view access to project nodes and issue nodes, so I think this issue has been fixed.
