Description
Currently users can outline and delete any book. That is not really funny when some deletes your book and all its pages.
Some kind of "outline own content" permission should be available and deleting others' content should be possible for admin only.

There is some permission that it obeys to add / remove those buttons at the top. I Think it's the book module permisions but yes, there should be a more granular system for that. Typically the way we've worked it's all or nothing (you can screw it up royally or you can't do anything at all). I'd welcome a patch for this..
