Single user role selection should use radio buttons or dropdown

If I enable the user role option and choose to allow only a single role selection, the resulting account creation page uses checkboxes for these roles; it should use either radio box or drop down select style, both of which only allow one. With check boxes it will arbitrarily select only one of multiple roles that were selected.
