I'm new to drupal but this page seems to have some problems:
- It says to point your browser at the base URL of your website, and expects that this is where Drupal will be. Given that the only steps so far are to download drupal and make a copy of the settings.php file it seems odd that Drupal will suddenly be found at the base URL of your website. Unless I'm missing something you either need to copy the drupal installation into your htdocs folder, or you need to add something to your httpd.conf file or similar. I think it would be useful to add this sort of instruction for the standard web server(s).

Kessin commentedI think the base URL is wherever Drupal is. For instanse I have Drupal installed in http://mysite/madlab.com so when I point it to the base URL it will be the above URL. The settings.php file should be ftped to: http://yoursite/whereverdrupalis/sites/default.
I don't know if I've gotten the jist of you question or not, hope this helps.
