Comment Pager does not render once threshold met

I'm using the most current version of CVS HEAD. If you have comments on a node and they exceed the threshold then comments beyond the threshold cannot be viewed although you can still post them. If you configure the comments to show the controls or not show them or post the comments on the same page or different page doesn't seem to have any effect on the problem.
