Is this module also intended to work as a site's picture gallery without the separation of picture galleries for users?
Does it scale to thousands of pictures?

What do you actually mean with "site's picture gallery" ? The images are always organized in albums but there is no difference if only one user or 100 are uploading images.

I don't think that it has been tested for that amount of pictures yet and there are probably some issues which will arise but it should be possible to "fix" these.

If you have a specific need/problem you can always create an issue for it and a developer can try to implement/fix it.
