Right now the module has two permissions: 'rate content' and 'administer the voting widget'. The fivestars module also has the permission 'rate content'. In my installation I couldn't see the permission 'rate content' for plus1. I've changed the wording from 'rate content' to 'vote'. After that I was able to set this permission for plus1. If you can rate content with Fivestars then you will be able to rate it with Plus1 as well. That is a... side effect of this 'conflict', which is not too bad. If users are able to rate content then they shall be able to use both ways for rating content.

I will change the permission name in the next release.

Right now I am insanely busy.
