No longer creates thumbnails after updgrade

Just upraded to latest version, because I was having issues with permissions. Even user1 was getting "access denied" for the pictures/manage pages. I upgraded, and the access issue is gone, but thumbnails for existing galleries are gone, and for new galleries, they are not created.
Appreciate any help. Thanks a lot.

Do you have correct file permissions on the files folder?
