The current "Audience required" choices are "optional" or "required" though the "required" doesn't apply for node admins. I'd like a third option "Required (even for admins)" which does just that.

If that sounds good to you, I'm happy to work on it.

I am a bit hesitant to add that, just because I also want to move Auedience required pref tothe content type admin page so each type can have a different setting. as it is, this move will double the number of choices of 'Usage' for a content type. If we add 'admin required', it will triple. I need a better way of handling prefs.

I agree, this needs to be on a per content type basis.

Also see: http://drupal.org/node/203103 for restricting audience to Group Admins only (rather than all members). A key part of this sort of feature development.
