How to do single signon with site to site specific role/permission?

Our organization have one central site, and many local-chapter sites. I would like the user register in one place and able to login once in any sites and visit every other site with their site specific role/permission take effect as they move around.

Registration should be seamless: user can register in their local chapter site or the central site just once and their chapter affiliation is remembered. If they register in the central site, they indicate which local chapter they belong to. If they register with their local chapter, their chapter affiliation is implicit to that chapter.

I think the 'singlesignon' and 'domain' modules could be the answer.

What is the best solution?

You might be able to achieve this with Organic Groups, with the OG Mandatory Group add-on. Good luck!
