My installation of 6.4 is working properly (for the most part) and I'm able to get to all Admin pages, create blocks, change permissions, etc but when I click "Create Content" the page attempts to download the php file and asks what to do with the application/x-httpd-php file. Again, this is only happening on the /node/add page. Very strange. Any idea why this is happening?

Wow, now thats a bit of a show stopper eh?
"Normally" this means that PHP is either 1) not actually installed or 2) misconfigured. Assuming PHP is actually installed (since Drupal does run) something else is amiss...
I would suggest as a first step to contact your webhost and ask them to look into this for you.
Pimp your Drupal 8 Toolbar - make it badass.
Adaptivetheme - theming system for people who don't code.
Temporary Internet Files
Howdy,
Just encountered this decidedly unwanted experience today, and thought my site was broken ...! Yep, it was not just one menu (i.e "Create Content")
Well, from reading this post, and another, not finding any answers, I contacted my web host - on a Sunday! (look for Hot Drupal/Holistic. They are great!) to ask for assistance. What was wrong? They had any clue?
Answer was simple: clear your cache and Temporary Internet Files folder. That's all!
I still don't understand, why it could behave like this, in two different types of browsers, and on two different computers at the same time, but it doesn't matter now. The site works :-)
