Issue Summary
Pulled down the Drupal 6 1.1 version and installed it, but when I went to modules and clicked it on to use it for other modules, it said "The plugin manager cannot run because neither the tar executable nor the Archive/Tar package could be located." I don't have tar on the server and I didn't see an Archive/Tar package in the modules for Drupal. Sorry to be the newb, but what am I looking for here? Is it simply that I need to get tar for Windows? I'm running PHP 5 on IIS (Win2003). I didn't see anything about that in the summary or administrator section.

Archive/Tar refers to a package from PEAR (http://pear.php.net/). http://forums.nexcess.net/showthread.php?t=1258 has information on how to install new pear packages.

I'm resurrecting this thread because I have the same issue. I'm running an Acquia Drupal stack (6.19) on Windows Server 2008. I am getting the same error message about Plugin Manager - "...tar executable nor the Archive/Tar package could be located".
The post above indicate the PEAR package would install the necessary items. So should I install PEAR on the Windows Server? Or is it something missing from my pre-configured Drupal stack that needs to be in there?
