Is there a way to have the parent categories displayed as a series of radio buttons, and then based on that selection have the child taxonomy pop up below?

It's possible. Read the last section of API.txt. It requires pretty advanced skills though.

I'm interested in this functionality as well. I've read through the API.txt, but I'm not sure where to begin. The last section is about jQuery - wouldn't the change happen further upstream (using one of the hierarchical select hooks) before the form is rendered?

Any chance you can provide a little more information on getting this started?
