I checked out the DRUPAL-5 branch thinking I had the most recent code, but I didn't. It'd be nice if that had the most recent 5.x code.

sorry, somewhat new to d.org cvs.. but not sure what you are talking about. afaik the latest release is the latest release.. but doesn't necessarily have the latest code; i may have added something minro that was worthy of a new release.. which shold then be the dev version
are you referring to something else?

Some of http://drupal.org/handbook/cvs/branches-and-tags outlines which branches get created when you declare your code stable for a version of Drupal (in this case 5.x). Since you have a stable release for 5.x, people will be expecting for that 5.x code to be in a DRUPAL-5 branch.
