I have tried to contact Drupal Association few times but did not get clear answers.

Have you seen the advertising policy at http://drupal.org/node/218094 and the Drupal Association's announcement at http://association.drupal.org/node/101 ? There are many, many, posts and announcements about advertising on drupal.org, but the handbook page is a good place to start.

None of the pages answer my queries..unless someone can point me specifically.
My company provides Drupal Services, we were also one of the sponsors in DrupalCon Boston and in terms of delivery capabilities we are second to none.
I just need a reference to clear, consistent policy document. Too long of a pilot going on is like allowing favoritism and back door entry. As a matter of fact it would also be interesting to find out the source of funds and use of funds as well as the value received in bartering because I am told that there are hundreds of companies waiting to get banner placement but then why are only few companies getting the nod.
