To help navigate projects and take advantage of taggability, I'm thinking of a block like what firefox extensions does. Specific for each project type (module, theme, etc.), it would offer some basic sorting options (lastest, most popular [once we have downloads tracked]), and then the main - non freetag - term options for that project type. The result would look again like the firefox extension repository block, https://addons.mozilla.org/extensions/?application=firefox. Worthwhile?

Such navigation scheme would be really nice and is what I had in mind for drupal.org.

We explored such a block as part of the project browsing patch, but decided against it.
