Menus available for anonymous user when they shouldn't be

Issue Summary

On a site where I already have this module working fine, I created two menu items and specified them to be avaialble to certain roles. It works fine in that the specified roles can see them The problem is that for some reason, they are available to anonymous users. on the default Navigation menu. There are only two things I can think of that might cause a problem:

1. Both items have the same name, but with a different path:
2. The title of the custom menu has been overridden and is called Navigation

Could those things be causing confusion?
