I'm not sure if this is a bug report or a feature request... I want people who have been assigned cases to be able to edit those cases, but not create new cases or edit other people's cases. I'd assume that the permissions I mentioned are the ones that should grant these abilities, yet when I enable them for a role, the user with that role is unable to edit cases assigned to them. The reason this is important is mainly so that users with cases assigned to them can upload files to the casetracker page.
Any ideas?

This is by-design, we don't expect uses to be editing the cases assigned to them, but rather updated the case by posting a comment. If you want to enable users to upload files to a case when they post an update you should take a look at http://drupal.org/project/comment_upload
