empty fieldset

Hi

If some user role have no access to change authoring information, users with this role when they create/edit nodes, still can see Authoring information fieldset which with clickable link and empty content.
It is a little weird, the better soluition would be when this fieldset is completly hidden of non allowed user roles (or with visible content but disable for editing).
