Every time I access categories page new vocabulary Newslatter is added ? in cvs version. When I try to delete one, 3 more is added?

This quote is from the 4.7 update description page:

Remember that Simplenews HEAD will not work with Drupal 4.6 and vice versa.This was already the case, but now it will really, really not work anymore... If you want to take advantage of the new features, upgrade to Drupal HEAD, or wait until Drupal 4.7 comes out and upgrade then.

Your problem has been addressed already several times in multiple issues. If your problem is not being caused by this by-design-incompatibility, you are welcome to post a follow-up here. Otherwise, please remember to use simplenews HEAD only with Drupal HEAD (or the upcoming 4.7), and to use simplenews 4.6 if you're using Drupal 4.6.
