I recently started creating my own themes and started by using FireBUG and Dreamweaver (as usual)....
I DID however find a nifty program somebody was just giving away and it has cut my CSS implementation time in half..
Just wanted to share because it was so helpful and free.

Except that its not free, its 70 bucks for the full version, the free basic version is quite rudimentary.
Personally I did not like UI at all (the dark/negative skin), the controls felt clumsy - not fast and precise, just trying to change a simple value like a margin was an exercise in mouse-perfect precision.
I tried Top Style Pro a while back, just for a laugh, thought it was rather good actually, just not my cup-of-tea these CSS editors, call me old fashioned I just want a text editor + Firebug - wins hands down in my book.
