I'm wondering if there is a way to set up Kudos so the only person who can give kudos to those leaving comments on a node is the node author.

That is a great idea. It has been incorporated into the D6 branch. I will look to add this to the D5 branch as soon as i can. See #351216: kudos 6.x-1.4.

Fantastic news. Hopefully you can port it to the D5 branch too. I really want to move to D6 but too many of my crucial modules haven't made the jump yet.
