I understand it can not do pdf, doc etc but why some png's and not others same with jpg etc.

Yes I see that. Maybe I should add as another ticket is that there seems to be a folder level issue
For example (see attached)
Image one shows a directory that has some images (not all not sure why even though I updated my settings as noted above maybe my cache)
And Image two another directory with no large photos and all permissions the same.
Not sure why some folders are find and other not? I cleared my firefox and drupal cache?
I will try that some more...
From the new images you attached, it still looks like the same issue (i.e. by default, IMCE won't show a thumbnail for images wider or higher than 120px). I mean your problem is probably not related to the directory, just the image size.
It's possible that Drupal is not seeing your new copy of imce-content.tpl.php, because it's in the wrong place or some other reason. If that's the problem, then you could try editing the original imce-content.tpl.php in sites/all/modules/imce/tpl, instead of making a copy
