There's no option to tell that only an admin can view the menu item.
By default, if nothing is checked, everyone can view the menu item.
Am I missing something?

Easy. You create a new Role named something like Administrator and you make the admin part of that role. Then you select that role on the menu items that only that role is supposed to see.

Yes, we could have a special flag, but I do not see the need to make the interface more complicated.
