IMCE has its own settings that do not honor any settings in admin/settings/uploads. It is confusing to users to have 2 independent places where file uploads can be configured.

To give more integrated experience to users IMCE should:
1. have its configuration integrated into admin/settings/uploads page instead of a separate page.
2. use global limits set in standard admin/settings/uploads (it may be an option per profile, but it should be default).
