Disable direct voting but allow comment voting. Is this possible? This would allow the fivestar average to come from comments and not people voting normally.

Yes, you just enable Fivestar voting, then set the display of the widgets to <hidden> instead of showing it in the teaser or full node displays. I'm marking this fixed as it's been a couple months since this was opened.
