Participation form cleared if validation fails

If someone fills out the campaign participation form incorrectly and the form validation fails, the campaign participation form is redisplayed empty. Participants should not have to reenter their information if they mistype one field. The correct behavior is to redisplay the form with the information they submitted prefilled.
