Users cannot create new <root> albums

Description
The only options available for my users (with all Acidfree permissions) is to add a new album as a child to other existing albums. When logged in as user 1 I can add albums to root. How do I make it so my users can add a parent album?

Still hoping for some support on this... the only user with access to create a root album is user 1.
