When users re-apply after a decline new problem?

I've started seeing these type of messages for people re-applying for a CVS account after previously being declined. Don't know if something has changed recently that may have introduced this:-

I submitted an application for a CVS account, which was rejected.
I now fixed the problem with my module (i.e., it could not be fully
localized) and I would like to resubmit my application.
If I login, I open to http://drupal.org/cvs-application , I amend my
application and I resubmit it, I receive the following error:
CVS username field is required.
and I cannot proceed with resubmitting the application.
