$nav_title date format for date-heading dates is hardcoded in english format in theme.inc?

Issue Summary

It seems that date format is hard coded in theme.inc for date views page labels in function theme_date_nav_title() in theme.inc

So it means whatever you do, it will always display an english like date format.
