No tags anywhere

Description
so i created a user view
I set relationships for the content profiles that I have associated with each view
I enabled views tagadelic
When I pull up the page, I hoped to get a list of terms associated with one of the content profile or all of them.
Nothing comes up.
In Drupal 5, I was able to create a tag page. i can't even do that here.
If I am not understanding this module, please let me know the proper way.
