Publishcontent on the permissions page will not list forum topics

On the permissions page, on the section for publishcontent, forum topics are not listed as being publishable or unpublishable

But when a forum topic is viewed independently it can be published or unpublished if the
publish *all* content or unpublish *all* content options are set.

Bug issue: forum topics should be listed in the publishcontent permissions page with the same options as other content types have.
