Blogs written by non-admin roles don't allow comments by default

When an admin posts a blog entry, anyone can comment by default. When an authorized user posts a blog entry, no one can comment by default. Changing the default setting seems to have no effect. Not sure if this is in blog.module, comment.module, user.module, or somewhere else.
