Here's the provision / hosting companion patches to http://drupal.org/node/387214

These need to be committed the moment that goes in.

This also fixes a bunch of other things, such as the migration and drupal 6 language install. It got to such a point where it's just impossible to separate the patches, so we'll have to re-evaluate our open issues once this is in.
