When I installed Bahasa Indonesian, I got all of these errors:

Right. Only translated file can be imported. I put the non-translated file just to provide the translator with right file.
You must look at the link above (by Tekad M) to find out which file has been translated or not.

I just have a new order for multi-language website then I got the error as you got. Look like this happen on new Drupal version, I am using Drupal 6.12.
Fixed has applied to Indonesian Translation since 6.x-1.13 version.

Please download and try again.

There a bug in 6.x-1.11 to 6.x-1.14 caused package can not compiled.
Fixing has applied to 6.x-1.15 thus you can download and using it.
