Issue Summary
This seems like a no-duh feature that can simplify a themer's job. Panels can fake this feature, but Panels 3 is buggy in D6, and Panels can't be used everywhere.
What do people think about moving this to D7 core?

Pending a handful of improvements -- namely, the ability to define available block classes from the theme's .info file -- this module may be a candidate for core.
However, this is really a Drupal issue. Thanks for the support, but any requests to add something to Drupal core should be filed as such. Nothing can be done from here.
I'm marking this issue "postponed" until the improvements are released.

While this may be a candidate for Drupal 8 core, requests to add functionality to core should be filed under the Drupal project rather than the contributed module.
