Editing blocks

I started with 2 custom blocks.. now I have 3. I am editing them from the blocks page in the admin. It works but I would like to be able to edit the block inline like how it works when you are looking at a view, this text pops up when you hover over it:
[ Edit ][ Export ][ Clone ]
Is there a way to give block areas inline editing like that?
