Notice the lack of / between com and sites, as well as the lack of the file name.
Path setting is sites/default/files.
Download method is public.

Did you read the symptoms? They're totally different. Mine is losing the base path, which makes the relative path run into the domain extension, and it is also missing the file name.

Same effect, but different symptoms, possibly different bugs.

(Technically, you did use capital letters, notwithstanding symbols like $#% carry pretty much the same effect.)
