Secondary menu items lost on node edit

When editing a translation node the sub-menu items and menu translation are lost. In my install the primary language is English and there are no problems with this.

In other languages such as French, when editing a translation node the menu items that are further down the menu tree are lost and reset to English and the first main menu. I don't have the same problem with the first-level menu items.

I had the same problem in a completely separate install.
