Permission to create sub groups

Sometimes permissions in Drupal is to difficult to grasp. Permission to create sub groups is one of those times and I have to confess I've looked in to other CMS in pure frustration this time.
I have a parent node type for "Parent Group" and a child node type for "Child Group".
I have as a site admin created 3 parent groups; "Org1", "Org2" and "Org3".
"User A" gets, from the site admin, group admin permissions in "Org1", "User B" in "Org2" and "User C" in "Org3".
How would I go about making it possible for these group admins to create sub groups only within their own groups? It seems like that if one gets permissions to use the "create sub group" link, the permissions stretches over all the groups available on the site.
I have tried to use OG User Roles but have no gone in to frustration, there as well (#462816: No parent group pre-elected with subgroups). Can someone give me a hint on how to solve this?
