Rather than creating a whole new package category just for this module, I would rather see it moved to "Development."

jjeff commentedThis isn't really a development module. I would consider that to be modules like Devel and others used in the process of creating sites and modules. I could see putting this in a category like "programming interfaces"... or just leaving it in "other".
BTW, what are you using CSS API for? I honestly wasn't aware that anyone was using it. :-)

nancydruI am looking at it for use with Web Links, where we actually distribute 3 versions of our CSS and have had lots of users want more choices. I heard about this in your Buzzr video. And, BTW, I have already made some changes to Web Links for Popups that you also mentioned.
Admittedly I haven't gotten much into it yet, since my registry decided to die on me. I would consider APIs to be "Development" because they are for use by developers. The Helpers modules are in this group, and I think others do too.
