Question about User Access Control...

I would love for registered users to be able to possibly edit pages only after an administrator has approved it...is this possible? I see that there is an option for any registered user to edit freely, but I worry about spam issues with this method.

Depending on how exactly you want it to work, there are a few modules which might help:

http://drupal.org/project/revision_moderation
http://drupal.org/project/revisioning

Or you could just set the default for a content type to "Unpublished" and then go to the admin/content/node page, review the unpublished nodes and publish them. (Somehow awkward for the authors, not being able to see their posts.)
