I enabled clean URLs and that did the trick.

I received a 403 error when loading IMCE file browser:
An HTTP error 403 occurred.
/bgchecklist/loadall/9999999
I'm running clean urls...
Just notice after the upgrade to the latest version.

This was fixed in the dev a few moments ago. See also #361005: bgchecklist/loadall/9999999 is annoying.
