Rather than having to Remove the old one, Add a new one, then re-Assign it (or risk messing with the database data directly) as we have to do now.

Seconded! I'm trying to move a test site to a production site. I can see I have a custom date format but not what it is. Where is it in the database anyway as I haven't found that yet either.
