I get the following statement in the Facebook Tab in all user profiles, including the admin user (me) that had a FB account already set up:

Your account is not linked with a Facebook account or you are not authorized to edit the Facebook connect settings of this account.

Nothing I do seems to get the correct linking tab to show up.

Can you log-out and then back in again with your FBconnect link in the user login block ?
If so, then this is a duplicate of this issue http://drupal.org/node/489608

Yes. This is definitely a duplicate of that issue. IF I use the little login block link, then the user can jump through a bunch of hoops to log in, then they have the FB settings in their Facebook Connect profile tab.
