On the dev version today, the weblinks page no longer has the "Overview" button.
The text box that displays the instructions now has it's frame extending to include the tab menus. It's as if there is no break after the tabbed menu.
Without the overview there is no way to return to this view through the tab menu. I like how the tab menus are like constant selections; and in weblinks it is mostly like that but there are places from where you can't get back from like "Weblinks settings" and "Add a link".
There are also some glitches with the display of blocks. "Add group" & "Page rankings" the block displays off to the right side.

I do not see your problem with the page information box. What theme are you using?
*EDIT* Hmm, I just saw something that might be similar and it is because "clear-block" was not getting "clear: both" in the CSS.

I also don't see your block problem. Block visibility is governed by the "Page specific visibility settings" in the block configuration. I set this to "Show on only the listed pages" with
Note that the "Page rankings" use a different menu path, so the blocks could easily change. I have been thinking of changing this now that we have the hook_weblinks_director. #506334: Move "Page Rankings" onto the weblinks menu path.
Please note that the DO project tracking system cannot track multiple problems in a single issue; so we really need an issue filed for each problem.
