The Forward settings page at admin/settings/forward is very long, and can be somewhat overwhelming at first glance. I propose making the four fieldsets default to collapsed, so that the available points of configurability are easy to see without taking up the whole screen (and more).

If this idea is approved, I'll submit a patch.
