In cvs_2-26, I have this same issue ( 48440#comment-75942 ) - the user.module line number is different now, but behavior is the same (only occurs when file.module is enabled)

Yeah I can confirm this. Your only going to see it when you go to your own user profile.
2 things are wrong. the warning and the fact we're not seeing the link to the downloads and they're connected.

I'm not familiar with the old user hook but I'm going to guess there was a change here due to the long chain of links the mentioned issue spawns. I'm not very familiar with the user hook and the doc seems to be flat wrong in that you need to return an array keyed by catagory and *then* specially formed. based on the blog.module and the profile.module here's a patch. it fixes things as far as I can tell.

Going to go ahead and mark this critical since its a break to the profile page and a break in the functionality of the file.module
