Formats with a comma followed by a non-breaking space and comma are displayed with extra spaces and a comma at the end

I have tried the troubleshooting steps, and they did not fix this problem.

Add a new format "M j, Y". Those spaces are non-breaking spaces (Option+space on mac, I believe it is Alt+0160 on the numpad in Windows). Set up the new format to display for a value. For some reason the date is displayed as "Jul 5, 2009 , " (for July 5). This problem occurs under the item and also when displayed in views.
